National campaign supports more than 20 percent of 2020 high school graduates

IOWA CITY, Iowa—The American College Application Campaign (ACAC), a national effort to increase the number of first-generation college students and students from low-income families pursuing a college degree or other higher education credential, is proud to announce its 2019 ACAC School of Excellence award winners, a group of exemplary schools across the nation that are helping students pursue postsecondary success.

ACAC, which is part of ACT’s Center for Equity in Learning, selected the School of Excellence award recipients based on their demonstrated commitment to student success, serving as an exemplary model for their state’s application campaign and timely submission of data. This is the first year for the ACAC School of Excellence awards and it is intended to become an annual recognition.

Each year, the Campaign works with coordinators in every state and the District of Columbia to host college application events and reach students in their schools and communities, encouraging them to apply to college.

“We work hard to encourage college applications because we know it’s the first step on an important journey,” said Director of ACAC Melissa Caperton. “It is our goal that all students at ACAC events have a plan for education after high school be it a certificate, associate degree, or bachelor’s degree. We thank everyone who played a role in helping the class of 2020 apply to college, especially our School of Excellence recipients who are leading the way in their communities, their states, and our nation. Together, we must stay strong and continue these efforts in the next school year, no matter what hurdles we face.”

The winning schools were key contributors in helping ACAC reach the following national achievements, as reported by state campaigns on the 2019 annual survey:
  • Nearly 7,300 high schools (more than one-fourth of high schools in the U.S.) hosted a College Application Campaign event.
  • More than 763,400 seniors (30% more students than in 2018) submitted at least one college application during events.
  • More than 1.2 million college applications were submitted during 2019 College Application Campaign events.
  • Additionally, at least 600 elementary schools, 540 middle schools, and 160 community-based organizations also hosted college application events to learn about the college-going process.
The 2019 Schools of Excellence, which include winners from 20 states and the District of Columbia, can be viewed here. The winning schools will receive a plaque, delivered via mail since school-based events were cancelled this spring.

Nationally, more than 3.36 million students have been served by ACAC and 5.38 million applications have been submitted since the Campaign began in 2005.

Research has shown that most U.S. colleges admit those who apply to them, discounting fears that students can’t get in.

Many students find the college-going process stressful, overwhelming, or confusing and don’t know how to ask for help. ACAC events help students break down the steps for applying to college and guide them along the way.

In preparation for the 2020 campaign season, ACT’s Center for Equity in Learning is hosting the webinar, “Making the Case for College During COVID-19” on Tuesday, Aug. 4 at 3:00 p.m. CDT to address the importance of a unified message from K12, higher education and community business leaders that education beyond high school is for everyone and college is still a priority. Presenters include Brian Coleman, 2019 National School Counselor of the Year and counseling department chair at Jones College Prep; Angel Pérez, CEO, NACAC; and Nicole Smith, research professor and chief economist, Georgetown University Center on Education and the Workforce, who will join Doug Hughes, president, Navigation, ACT, in this moderated discussion.

Additionally, ACAC formally kicks off the college application season with a #WhyApply Day social media campaign on Friday, Sept. 18 to encourage young people to make a plan for education beyond high school.

The American College Application Campaign® (ACAC) is a national initiative designed to increase the number of first-generation college students and students from low-income families who pursue a postsecondary degree. The purpose is to assist high school seniors as they navigate the college application and admissions process and ensure each participating student submits at least one admissions application.

The Campaign is conducted state by state and each state determines which week or month is officially designated as the College Application Campaign. Events across the country often take place between September-December.

Many states are also connecting college application completion events with FAFSA completion and College Signing Day celebrations. Updated 7/29:

Due to COVID-19, ACT required testing staff to adhere to local public health and CDC guidelines for social distancing, which greatly reduced testing capacity for our June and July national test dates. Some sites cancelled late into the night on Friday, July 17, resulting in unprocessed communications and confusion for some students.

We are truly sorry this happened to the students and families impacted and we are committed to providing opportunities for testing in a socially distanced environment. Where possible and with public health officials’ requirements in place, we were able to administer a makeup test on July 25 at various sites across the country.

Students affected by cancellations who were not able to test this weekend will be offered full refunds of their registration fees and will have the opportunity to register for an expanded calendar of fall test dates when registration officially opens on Monday, August 3 at 10 a.m. CT.

COVID-19 has created many challenges for large-scale testing. We’re working to accommodate the demand and serve our customers, while acknowledging that seat and site capacity is subject to change, due to the changing nature of COVID-19. We will work closely with test sites to keep students posted on their test center status.

Communicating the many up-to-the-minute changes with our sites has been a stumbling block. We are improving our processes and updating our technology to ensure students are properly informed of future test changes and cancellations, as well as any updates to CDC health and safety guidelines.

We have work to do to earn back trust, and we are eager to provide a positive experience for all customers. Many of us at ACT are also parents, and know these times are frustrating and difficult for families. Our top priority is to provide testing opportunities for all students who are in pursuit of college and career pathways. Our mission demands it, now and always.

We are currently looking into an unfortunate situation where students showed up to cancelled test centers for the July 18 national test administration. We will provide more information as soon as we can.

We are truly sorry that this happened, and we will do everything we can to provide solutions to students affected by this situation, including offering a makeup test date where we can. Our top priority is to provide testing opportunities for all who wish to pursue a path to college and career. We know we have work to do to earn back trust and provide a positive experience for all who engage with us.

Based on the information we have available, we know that more than 88,000 students successfully tested at more than 1,100 sites on July 18, while adhering to COVID-19 public health guidelines and social distancing guidelines and procedures for the health and safety of examinees. Around 1,400 examinees (at approximately 21 sites) were not able to test. We know that some sites cancelled up until late Friday night, including some we were unaware of, resulting in unprocessed communications to students.

We will follow up directly with students who were impacted by same-day cancellations so they may receive refunds and plan for future opportunities to test.

CAIRO, EGYPT / IOWA CITY, Iowa—The Ministry of Education in Egypt has given its official approval and recognition of the ACT® test and the ACT International Subject Tests as acceptable academic measures to be administered and used in the country, as equivalency to the Egyptian National Exam.

Students in Egypt seeking admission to universities both at home and abroad will have more opportunities to demonstrate their college readiness with the introduction of these accredited examinations. The new accreditation means that:

  • Universities in Egypt will now accept scores on the ACT test and the ACT International Subject Tests for admission.
  • International high schools in Egypt will administer the ACT test and the ACT International Subject Tests to students for graduation purposes.
ACT is a trusted American nonprofit organization in college and career readiness, providing high-quality assessments grounded in 60 years of research. Millions of students across the globe take the ACT test each year, with more than 52 percent of the 2019 US high school graduating class taking the assessment.

Due to COVID-19 disruptions and required social distancing guidelines in ACT test centers, we have made the difficult decision to postpone the planned launch of online testing for national ACT test-takers. We are focused on adding additional testing capacity for students in need of full ACT scores for admission and scholarship applications. This decision will ensure ACT can build additional capacity for fall testing at national test centers and allow test centers to focus on providing a successful paper administration of the ACT test.

The world—and life as we know it—has changed considerably since we announced our plans to introduce online testing to national ACT test-takers beginning with the September 2020 test date.

We have had to make a number of difficult decisions to ensure we’re providing as many safe opportunities as we can for students to earn a composite score for admissions and scholarship applications. We realize the great impact these decisions have on our customers, advocates, partners, and communities.

Our continued focus for fall testing is to expand test center capacity for students in need of scores from the full ACT test, while reducing complexity in testing for our customers, test center network, and education advocates and stakeholders.


“We were technologically on track—as in 26 miles into a 26.2 mile marathon—to launch online testing at national test centers this fall, but the world has changed, and so too must our plans and timeframe for launching this enhancement,” said ACT CEO Janet Godwin. “We’re going to focus our efforts on doing what we we’ve done well for 60 years and implementing what we can, when we can, safely and with confidence. That said, we will continue to build out this capability from a technology standpoint so we can be ready to deliver it when the market is ready.”

Additional Fall National Testing Updates

ACT recently added new test dates to give students more opportunities to take the ACT test this fall, and still plans to offer a remote proctoring solution, allowing students to take the test online, at home or at other safe and convenient locations in late fall/early winter. This option will improve students’ test-taking experience and increase their opportunities for college admissions and scholarships, while setting the stage for the future release of section retesting and online testing.

Beginning in September 2020, ACT will offer the option to report a superscore for students who have taken the ACT test more than once, and will offer four fee waivers to qualifying students (double the number previously offered) to take the ACT test for free.
At this time, ACT plans to launch online testing in 2021 but will continue to monitor the impacts of COVID-19 on test center capacity to prioritize safe and equitable access to testing.

States and districts will still have the option of offering online testing as part of their in-school testing programs. Students who test outside of the U.S. will continue to take the ACT as a computer-based test.
